As previously posted there is a Neighborhood wide sponsored Garage Sale Tomorrow.  We are encouraging any home owner to jump in and join what looks to be great weather on Saturday.  Clean out the old stuff and reap the benefits of the extra cash.  We hope to see a lot of participants tomorrow during this event.  Ad’s have been placed in the paper and Banners are up in the neighborhood.  All you need to do is Open for Business.

Landscape Maintenance Specifications

SPECIFICATIONS
FOR ARBOR RIDGE COMMON AREAS AND COTTAGE HOMES

1. MOWING:

Mowing of irrigated turf areas to be provided weekly beginning in March and continuing through mid-October and then every other week through November.  Depending on growing conditions, mowing will be provided monthly in December, January and February.

36” Rotary vacuum cut with clippings removed.

21” Rotary vacuum cut with clippings removed.

2. EDGING:

Edging of turf areas along curbs, sidewalks, planter beds, etc., will be provided every two weeks during growing season.

3. TRIMMING:

Obstacles that do not have planter beds surrounding them will be trimmed each mowing visit.

4. FERTILIZING TURF:

Fertilizing of turf areas will be provided as reflected in the calendar schedule to insure proper health and color.

5. POST-EMERGENCE HERBICIDES – TURF:

All turf areas will be sprayed for germinated Broadleaf weed control.  80% control will be achieved with each application.  Spot treatments may be necessary.

6. POLICE AND HAND WEED:

All landscaped areas to be walked through for noticeable trash and weeds. Owner will be notified of any abnormal or extensive weed and litter problems.

7. SPRAY WEEDS PLANTER BEDS:

Hand spraying of weeds in all planter bed areas to control unwanted weeds and grasses.

8. PREEMERGE HERB BEDS:

Used for pregermination control of perennial and annual weeds.

9. LEAF CONTROL:

80% of all fallen leaves to be removed each occurrence, with a total removal being provided during the last scheduled visit.

10. FERTILIZING TREES AND SHRUBS:

Fertilizing of all shrubberies and ornamental trees only, to be done the designated number of times. Feeding to be provided by means of surface applications. Showplace will not be held responsible for any preexisting condition of plant material.

11. PRUNING:

Pruning to be done as required for proper growth, development, and traffic control.  Sculpting, poodling, extensive dead wood removal, (or types that detour natural growth patterns), will be provided on a Time and Materials basis after owners approval.

12. BLOWSWEEP WALKWAYS:

At the completion of each maintenance visit, all sidewalks, curbs etc., will be cleared to remove all debris left by contractor.

13. IRRIGATION:

All activation and deactivation included. Repairs to system done on Time and Materials basis. All head and valve repairs will be done without notice.  Any repairs on mainline are subject to prior approval.

14. CHANGE BATTERIES IN TIMERS:

New batteries to be installed in all sprinkler system timers.

**  Depending on growing or weather conditions, monthly occurrences may differ, while yearly activity totals will be provided as specified.

***  EXCLUSIONS:

The parties expressly agree that contractor will not perform the following work unless contracted for on a separate basis.

a) Treatment for disease or pests on lawns, trees, and shrubs, except as specified.

b) Trimming of trees that are over twelve (12) feet tall.

c) Cleaning and/or repairing from acts of vandalism, natural disorders, or acts of God. (Ex:  freeze, wind, fire, etc.)

d) Bark dust will be applied at a cost per unit when ordered. This includes bark and labor.

e) Hand watering of shrubs or lawns.

f) Disbudding of Rhododendrons.

g) Deep root feeding of trees, unless specified.




Barkdusting Coming Soon

During the Week of June 28th the landscape crew will be putting down new Barkdust in the Common Areas of the neighborhood and in the front yards of the Cottage Homes which are part of the landscape maintenance program.  If you have any questions please let us know or call the Management Office.  The crews will blow the barkdust so you will need to keep your vehicles in your drive ways to allow them to come through.

Neighborhood Garage Sale – 2nd Annual

Arbor Ridge 2nd annual Neighborhood Garage sale
June 5th – Saturday 7am – 2pm

· The Arbor Ridge Garage Sale is a community open event to encourage all homeowners to participate in one of the Largest Garage Sales in the area.
· We have over 500 homes in the community, and it is a great way to have fun, clean out your garage and make extra cash.
· Just organize what you want to sell, put it in your garage or driveway and let the fun begin.
· Ads will be placed in the Oregonian

Signs: The HOA will place Banners at major entrances advertising the Sale and will place Ads in the Oregonian

Arbor Ridge Home Owners Association Special Session Meeting April 5th 2010

Call to Order: 7:05pm

Treasurer’s Report: Sunil L. will email an overview of the Columbia Bank information for the board at a later date. For minutes purposes the basics are that the majority of banking will remain with US Bank. What will be moved to Columbia will be the reserve funds so they can have a .8% return on those funds in the form of a money market.

Fines have been waived due to no prior history at this address.

B: 17190 NW Elkrun

Basketball Hoop should not be stored on the sidewalk – Basketball hoop and stand have been removed – no action taken

C: 4382 NW Diamondback

For Rent sign has been noted at address – This issue has been tabled for further review by the board. Signage that appears at any home will be noted during this time.

White rocks in the front of the home have been thinning out and the board will ask that the rocks be properly maintained (Fill in the bare spots) Fines waived.

Commercial truck/van was parked in the driveway – CC&Rs are very specific about commercial vehicles parked in the community. After much discussion by the board it was felt that the preference was to have the vehicle parked in the garage and if the vehicle could not fit then the driveway would be acceptable. Wave fine if these conditions are met.

There is nothing in the CCR’s stating that patio furniture is not allowed. In checking the photos and a drive by it is not junky or out of place. It would be more appropriate if fully assembled. There is plenty of Patio furniture on front porches in the neighborhood as H/O has shown. – Cathy P. motioned that the swing top should be removed and stored off the porch. Compliance will result in waiving the current fines. This motion was seconded and approved by the board

Multiple disturbances at this location – No issue for the board. TMG has been in contact with the Homeowner

Trim on and around garage door was painted black by the previous owner – New owner has submitted an ARC on the issue – No further action will be required.

Financial: Not covered this evening other than Sunil’s Columbia bank information

Repairs & Maintenance: Showplace has an estimate of $14,300 for installation and placement of new bark dust in the cottage collection and $4,300 for new bark dust in the common areas. In discussion about this service it was determined that a Statement of work should be submitted to John at Showplace. Cathy P. proposed a motion to create a statement of work with pictures and once this is submitted and agreed upon then Showplace may begin this work. This motion was seconded and passed by the board. Further Cathy P. and Aditya K. will liaise with John at Showplace to go over the statement of work.

*Lynda – The board would like to get a full diagram of the grounds covered by the cottage collection and the Master association so the board knows where the bark dust areas are located.

Sidewalk repairs for the cottage collection will be for 29 homes is $3,600 – Cathy P. motioned to approve this repair and it was seconded – Board approves this motion.

Unfinished Business: Sprinklers have been checked and batteries have been replaced, they are ready for the season.

Solar Panel installation – discussion about the panel placement and upkeep

New Business: Meeting length was discussed and TMG will start charging if meeting exceed 1.5hrs. Notably a timer was requested to help keep meeting time to a reasonable level.

It was agreed that repair of the white rail fence at the corner of 174th and Laidlaw should be undertaken as soon as possible.  Cathy is to get an estimate of the cost to replace from spare parts and report to the Board.

Homeowner Input –

16642 NW Tucson St. Homeowner is upset that he has received 9 friendly reminders in 2009 would like the reminders to stop. Homeowner is waiting till spring to install the new landscaping.

4398 NW Palmbrook Dr. Homeowner is not understanding the $174 fine, And there were several questions about the reserve fund. Mike was asked to put an explanation on the website.

16599 Oak Creek Dr. Part of the meeting this evening, the homeowners were asked to wait till the meeting.

4656 NW Union Hills Dr. $75 in fines for garbage cans being left out. Lynda D was asked to research the homeowners past fines.

17310 NW Lapaloma Dr. Issue closed – Tree has been replaced.

16853 NW Arizona Dr. New homeowner is asking to be able to leave Black trim paint around the garage. Homeowner has been given a notice to correct but they bought the home in that condition.

Committee Reports:

Social Committee: Community Garage Sale date June 5th, Ice cream social will be on August 21st and Cathy P. is still waiting on information about the July 4th celebration.

Landscape Committee: From a email forwarded from Lynda Dulong – Now that Spring is officiallly here Carolyn Benedict and I took a walk of the common areas and this is what we found the needs attention.

1. Missing shrub on the east side of single fir, east edge of the development along West Union, just east of Oak Creek Dr.

2. No tree, only a stump, midway between Oak Creek and Palmbrook, along West Union.

3. Pruning of shrubs needs to be done. ( John, I can walk with you to point out the exact shrubs).

4. Lawn needs moss treatment.

5. One stump/no tree just west of Palmbrook along West Union.

6. Dead shrub next to fir tree, midway between Palmbrook and Laidlaw, along West Union. Plus there is a tree stump in the sameflower bed. Looks like it needs an evergreen like the others along West Union.

7. Orange flag in flower bed. along West Union, that has two fir trees ans is across sidewalk from Verizon power boxes.

8. Arbor Ridge momument on the east side of Laidlaw looks like it needs a few more flowers. When looking directly at the momument, to the left in front the 3 laurel buses, there is an empty space that needs something. Flowers like are already there would be nice.

9. We question the type of evergreen that has been planted as a replacement, just west of Laidlas along West Union. It looks like a “christmas tree and does not match any other evergreens in the area. We do not believe it is the right tree for the area. We aresuggesting that it be replaced by one more like the type that is all along the entire development on West Union.

10. Just to the east of the above tree is a spot where a shrub that matches the one on the other side is needed.

11. Arbovita is needed in the walkway that is located between 174th and Diamondback.

12. Arbovita is missing on the walkway that has the new black chain link fence that begins at the east side of 174/Laidlaw.

13. Has tree & shrub fertilization begun? If not when will that occur?

14. Wetland area just west of Laidlaw where the Beavers have been working. WE have a question. There appears to have been some “human” cutting of one tree next to the chain link fence. John, can you verify. Also, there is a large pile of tree material , very obvious, out in the middel area. Was that done by Beavers or by humans?

15. This one is directed to the board for directioin. In the same area as mentioned above, we found some “human” trach. I will becontacting the Clean Water people for direction. We believe that the “human” trash should be removed. We will let you know what the Clean Water people say.

16. Graffitti found on the walk way between 174th and Diamond back on the white rail fence.

17. Graffitti found on the end fence post, at the enterance to the walk way from 174/Laidlaw where the black chain link has replaced the white rail fence.

18. Rock break down is occurring along the westland walk way on the east part of the subdivision behind the cottage collectioni.Does this need to be assessed by a structural engineer? This is not new, but is continuing to occur with more large rocks. Our concern is that this type of errosion might compromise the integrity of the wall. Mike, while we were walking today we found a woman walking her two very large dogs, off leash, down in the wet lands behind your home. We spoke to here about the fact that the area was not open to people and animals. She was very rude and actually let her dogs come running up to us. They were very wet and dirty, which appeared to verify that they were down in the water. Not sure what you might want to do. If nothing else, she had her dogs off leash. She told us it was none of our business and acted very defiant. Not sure what one might be able to do. We will walk the cottage collection in two weeks and report our findings then. Consider this as the first report from the Landscape committee for this year. John or Mike, please feel free to contact me for further clarification on any of this report.

17190 NW Elkrun: – Basketball Hoop has been removed

4382 NW Diamondback Dr. – Rent sign in front yard, Homeowner wants this allowance and the fines waved. This issue started a long discussion about signage other than a For Sale sign or a Political sign. A motion to table all signage decisions till the board cam make a determination on for Rent signs, Beware of Dog, etc. All Property signs will be noted during this time until the HOA can form a resolution about signs on a homeowner’s property. Motion by John M. and seconded.

17012 NW Oak Creek Dr. – White rocks in the front yard. Homeowner is stated that the rocks have been there for years and the yard is kept well. There is no stated limit on ground cover. Discussion on this issue was that the rocks are uneven and spotty in there coverage. *Secretary doesn’t recall if there was a determination on the fines assessed.

16599 NW Oak Creek Dr. – For Rent sign in the yard. – This issue is tabled till the Board can make a determination on signage in the yard.

17310 Lapaloma Dr. – Street Tree that was missing, $300 fine – This issue will be researched and discussed in the next meeting.

Motion by Dave C. That to toll all fines for alteration to homes color. And Table all Compliance till further notice. Motion seconded.

Meeting was running late and Mike F. called for a close to this meeting due to all remaining agenda items. It was determined that there will be a continued open meeting Monday April 5th to revisit the Administrative items and Homeowner input.
