Homeowner Input
Homeowner had a question about a loud neighbor and what to do about the neighbors loud parties that run into the night. The Association recommended that the Washington County Sheriff’s non-emergency line to deal with the situation. The homeowner in addition should contact TMG so a letter can be sent to the homeowner in violation.

President’s Report
Playground equipment to be added to George Otten Park has not been added yet so Tualitin Hills Parks and Recreation must be waiting till spring to install the new equipment. THPRD have installed a sign noting the changes to the park. More people are signing up to the Arbor Ridge Web site.
Treasurer’s Report
Waiting on year end financial to come in and also looking to get some outside financial advice on changing the way the association is banking. Lynda will contact a financial adviser to attend a meeting. A discrepancy in water billing was reported by the President that it appears a charge may have been applied to the Main Association that should have been applied to the Cottage Landscape. TMG will look into it.

Neighborhood Watch: John M. has checked the email inbox and has replied to the 2 emails in the inbox but nothing has been replied to.
Social Committee: The Holiday decorating contest went well this year and Cathy P. had a great time with it. The board suggested some changes and a expansion of the festivities for this year and also suggested that Cathy P. start planning it out now so the word will get out earlier this year. And some other suggestions about having a parade for the 4th of July and other events.
Newsletter: Mike asked for a volunteer to start up with the newsletter so John M. will start doing the Newsletter this year.

Administration
1. Homeowner Correspondence
4457 NW Legend Trail Place – Homeowner has responded to the violation and is requesting that the removal of the fine of $48.74 – After a board discussion a motion was raised to keep the fine in place and this motion was seconded and approved by the remainder of the board
17190 NW Elk Run Drive – Homeowner had a For Sale sign in the front window of the home and given a $75 fine for the violation. Homeowner requested that the fine be removed due to the homeowner being on vacation. Motion was raised to keep the fine in place and this motion was seconded – Board voted to keep the fine in place.
4312 Diamondback Drive – Homeowner has been given a $75 fine for lawn maintenance issues homeowner is in attendance and discussed the situation to the board. Motion to wave the fine was raised by C.P. and seconded – board passes the motion to wave the $75 fine.
16687 NW Tucson St. – Homeowner would like the $75 fine removed for lawn maintenance violation. In a letter of response the homeowner explains that his lawn is now different than the common area next to his property. D.C. motioned that the fine remain and this was seconded and the board passed this motion.
17162 NW Mesa View Lane – Homeowner replied to the board that they would like the $75 fine removed since they have a contractor working on the lawn. But due to soil being mostly clay that this is delaying the results. S. L. motioned to keep the fine in place and C.P. seconded the motion. The board voted to keep the fine in place.
16976 NW Mesa view Lane – Homeowner responded to the violation with information that the lawn is doing better and Tom W. confirmed that there has bee improvements on the property. After discussion C.P. made a motion that the board will wave the fine as long as there is no citations within the calendar year of 2010 and the motion was seconded and the board voted to waive the fine on the condition that if no other citations would be issued the fine will be waved.
2. Compliance Report / Trash Cans
Trash cans were back up to about 80 s/b 50 cans left out past Thursday morning. After discussion if the can tagging was working or not the board seemed to be thinking that the tagging was working as long as after the second time there was a letter sent to the homeowner. Hopefully the numbers will drop again soon. Violations were not given out during the holidays but that seemed to lead to a spike in left out cans. Currently notes on left out cans and after 2 notes a letter will be sent out that will be the ongoing process unless another change needs to be discussed.
Financial
1. Delinquency Report – Currently the delinquent homeowners are just adding late fees to there fees owed. No additions to the information provided in the report.
2. Spectrum Year End Statement – Waiting for the independent auditor to hand in the report.
Repairs and Maintenance
1. Fence Update – Currently all fencing has been cleaned and or replaced.
2. Monument Lights – The sensor has been checked out and should be working correctly. Cathy noted that the West side Monument the middle light seems to be out or very dim.
3. Graffiti – All fence and wall graffiti has been removed – Cathy P.noted that there is still green paint on the sidewalk where the new wire fence was put in place. Also – graffiti is now on the Clean Water Signs which reside in the Wild Area between Laidlaw and 174th. They can be purchased from Clean Water dept at $8.00 a piece instead of having the graffiti cleaned off.
Unfinished Business
Neighborhood walk with the board – tentatively looking at spring time as a good walk around time.
Looking into having Tom include Moss/paint/and clutter around the home as a addition to his other duties as compliance officer.
New Business
4068 NW Klino Springs – $75 violation was charged to homeowner for yard maintenance. After discussion C.P. motioned to keep the fine in place, the motion was seconded and the board passed to keep the fine in place.
Cathy P. recommended that the new trees that Showplace replaced should be marked with a ribbon so we can track that they survive this next year. TMG will follow up with Showplace

Bethany Blvd is in the beginning stages of being upgraded by Washington County. This road has major impact to access our community and will effect our area for the next two years. Washington County will be holding an Open house on this project and we urge all home owners to attend to understand the impact to the community and your road travels.

The Arbor Ridge Board of Directors meeting has been rescheduled from March 22nd to March 29th 2010. The meeting will be held at the normal location of the Somerset Christian Church on Bronson Road at 7pm.
A while back it was announced that an additional swing set and play structures were being added to the main park in our community. Construction is starting and fences are going up around the areas of the park to keep kids safe from entering the construction zones. You may refer to the original article for more information.

The weeks on a green background are for yard debris (your dark gray container) pick-up. The weeks on a pink background are for recycling pick-up (your large gray container with a blue top and red bin for glass). Your house rubbish and garbage is picked up every week (your light gray container).
Remember it is your responsibility to put your containers at the curb no earlier than the day before pickup and return them to your out of sight storage before the end of the pickup day. Arbor Ridge Home Owners Association Meeting – November 16th 2009
Meeting was called to order at 7:15pm 11/16/09

Meeting Minutes Approval – September 28th Minutes are approved by the board
President’s Report – No formal report this meeting, Mike did mention that Tualatin Valley Parks and Recreation will be installing new park equipment in George Otten Park. Lynda did bring up that the Monument lights are still on in the daytime and that the park basketball court is still very soggy around the edges and on the North side of the court especially and this is the case even during late summer.
Committee Reports –
Social Committee – Cathy spoke about having the Holiday lights contest with giftcards for 1st-$100, 2nd-$50, and 3rd-$20 prizes. To announce the contest Cathy wanted to mail out a One sheet mailer to the community and also provide other information like the Website and Neighborhood Watch. Tom W. mentioned that bulk mailing rates may be available for the community mailing so he suggested that bulk mailing be looked into.
Neighborhood Watch – Information will be added to the mailer for the Holiday lights contest.
Landscape Committee – Mary was not in attendance so the floor was open for general discussion. Lynda brought out a sign specifically to inform garbage can violators a friendly reminder that their cans were left out too long. A lengthy discussion about how long holiday lights should be left out after a holiday was discussed and a consensus seemed to be a February 1st time line for winter holidays and two weeks after any other holidays. Walking bridge has new graffiti so Showplace will be notified. Also the grass is encroaching the bridge – Showplace will be notified. Grounds that have soil problems will be resolved for $700. Irrigation near wetlands had a breakdown of the costs but Lynda said they didn’t equal the total amount so she will respond to showplace to resolve the cost breakdown.
Management Report – Lynda went over the violations report and specifically the responses to violations from Homeowners.
*Please note Tom W. in the capacity of compliance committee officer did not vote yea or nay on any motions pertaining to affirmation or waiver of fines in any compliance cases.
Large shrub between the homes on Gold Canyon is over grown the width of the allowed space and is over hanging both driveways and the sidewalk creating a safety issue. A $75 fine has been imposed and the homeowner responded by cutting back the shrub and asking that the fine be waived due to compliance with the request to correct the violation. A motion was then proposed that the fine be waived conditionally as long as the homeowner properly maintained the care of the shrub. This motion was amended to simply waive the fine since the homeowner complied with the request to correct the violation.
4295 Diamondback Dr. Request to waive fine, after Tom W. went over the history of this homeowners chronic violations. Discussion of this homeowner’s violations and reactions to reminder letters lead the board to motion that the fine will not be waive in this case.
4199 NW Chaparral, homeowner has not responded to the requests to correct so a motion to keep the fine in place was voted on and passed.
4368 NW Diamondback Drive has no shrubs in the front of the home. Tom W. explained that the homeowners removed the plantings. and it turns out that the homeowners moved and took the removed plants with them. So the new homeowners have no idea that they should have plantings in front of the home. This exposed a glaring issue for the CCR information packet since it is vague on the appearance of the homes in the classic and cascade collections. There is no mention in the CCRs about the number of plantings that should be in front of the home.
17003 Tucson – Basketball hoop is left out in the front yard and is not in use since the backboard glass is broken out. Tom W. went over the violations and Homeowner asked to have fine waived, after discussion and since the homeowner has done nothing to repair and remove the basketball hoop from the front yard a motion was proposed to keep the fine in place. This motion passed the board vote.
16919 Tucson – Tom W. described the violation in detail. The basketball hoop and stand are not used and in disrepair. The net won’t stay on the hoop due to damage from abuse. The garage door for some reason has a rust stain down the front of it and this issue has not been corrected properly. After discussion that the homeowner has done nothing with the basketball hoop and has not corrected the garage door stain this homeowner will continue to be reviewed by the compliance committee.
16971 Mesa View – Homeowner has not corrected a lawn issue and asked that the fine be waived, no corrective action has been noted. Motion to keep the fine in place was voted on and passed.
Fence modifications report – Estimates have been received and after lengthy discussion it was determined by the board to put a cap on monies spent on the project and to give Mike F. the authority to make a final decision to hire a company to remove the white fence and replace with the cyclone fence to help resolve the graffiti issue at that location. Board voted to let Mike F. take over this decision with a $5,000 cap on expenses.
New Business – Tom W. explanation of compliance to the CCRs will be posted to the website. Board agreed with the changes over email so the document will be on the website for homeowners to view.

II. Meeting Minutes for July 27th, 2009
Discussion from dave C. about clause into CC&Rs This discussion was about rental unit caps which would require a community vote of 2/3rds majority to pass, this ended the discussion of the topic. Sunil had a question about the 70k in outstanding fees for cottage collection landscaping fees.
With the previous changes to the July minutes, the minutes willl be approved.
III. President’s Report – None this meeting
IV. Treasurer’s Report (July, August 2009) – Considerations to roll funds into a CD and this prompted Tom W. mentioned that NW Bank would be willing to work with the association as a financial consultant. Nick was asked to get in touch with NW Bank to have a rep attend the next meeting.
V. Committee Reports –
Landscape –
– Scrub replacement will start in October when the rains start in the Cottage Collection
– Common Area was walked
– Fur tree on Laidlaw is leaning severely and will have to be replaced (South of Oakcreek)
– Lawn on Oakcreek – Replacement is setup – this one replacement has been board approved
– Arbor Vida in various locations around the property is dying out for some reason, Showplace is paying for the Arbor Vida that is one year old. Spraying will cost $2,400
– Cutting level of Arbor Vida was discussed and decided that the height will be the same as the Cedar good neighborhood fence
– Irrigation hoses and lines should be inspected and checked to make sure they are working.
– West Union rhododendrons should be clipped in a uniform manner.
– Mini rose bushes will be pulled due to lack of proper care.
– Lights on Monument were on at 9:30am – sensor should be checked.
VI. Management Report –

1. Compliance Report – The report is now 50 pages Nick requested that some of the older violations be dropped off.
2. Hearing Request: 16783 NW Tucson Street – This owner did not appear for the hearing.
3. Trustee Sale: 17185 NW Elk Run Drive – Notification only to the board no action required.
Financial –
1. Delinquency Report
2. Met Life Reimbursement – Will be paid back the settlement monies for the monument damage.
3. Proposed 2010 Budget – New line items, cost of dues stay the same as 2009 – Budget is approved by board.
Repairs & Maintenance
1. Irrigation along Tucson – Irrigation along Tucson is $2,040.00 (Board will ask Showplace to breakdown of these costs) Remove lawn and barkdust the parkstrip $580.00 Remove the lawn & plant a drought resistance ground cover $1,400
2. Fence Modifications at 172nd and Laidlaw – Discussion on Security cameras and nanny cams but Nick pointed out there were larger legal considerations and the issue was left to removing the white fence and replacing it with a cyclone vinyl clad type fence.
