Meeting Minutes for the Arbor Ridge HOA Board Meeting, 10/12/04

Somerset Christian Church 8:30 pm.

Board members present: Mary Davidson, Deborah Bogle-Tao, Allen Morgan, Rob Siegle

  • 8:30 pm Meeting called to order.
  • Allen made a motion to fill John Scrugg’s open board position with Lynda DuLong.  Deborah seconded motion.  All were in favor.
  • The board elected officers:

President:  Deborah Bogle-Tao

Secretary: Rob Siegle

Treasurer: Allen Morgan

Directors: Mary Davidson and Lynda DuLong

  • Rob Siegle, Allen Morgan and Deborah Bogle-Tao signed the Corporate Certificate of Authority.
  • Response to management report #8. Motion made by Allen Morgan for looking into the possibility of removing the tree on Tract 1.  Mary Davidson seconded the motion. All were in favor.   (Homeowner Mary Corcoran was present and she does not object to the removal of the Native Oregon Oak.)

NW Community Management Punch List:

    1. Can the Native Oregon Oak tree on Tract 1 be removed?  Are there any county restrictions on removing this tree?

Allen made a motion to adjourn meeting and Deborah seconded the motion.  All were in favor.

Board members present:  Cindy Sorum, Deborah Bogle-Tao and Allen Morgan.  Mary Davidson and John Scruggs absent.

Approval of Minutes: Motion made by Allen and seconded by Deborah.  All in favor.  Amended the 4/13/04 minutes to approve the treasurer’s report.  Motion made by Deborah and seconded by Allen. All in favor.

Approval of Treasure’s Report: Allen reported for the last quarter the main and cottage collections are under budget but the water bills are not in yet.  Motion made by Deborah and seconded by Cindy.  All in favor.

Board Business:

  • Cindy is resigning effective tonight.  Deborah will be the acting President.
  • Annual Meeting will be September 14, 7pm Somerset Christian Church.
  • Budget 2005-  Motion made by Allen and seconded by Cindy to budget $ 600 for the Easter Egg Hunt.  We will wait to decide about budgeting for replacing Cottage street trees.  We would like to get more information.
  • We will discuss the issue of signs on Laidlaw and West Union once we get a new board.  Motion made by Allen and seconded by Deborah to wait. All in favor.

7:35pm- Cindy left the meeting and it ended because we no longer had a quorum.

Board members present: Cindy Sorum, Deborah Bogle-Tao, Allen Morgan, Mary Davidson and John Scruggs. Pat Moore present from NWCM.

Approval of Minutes: Motion made by Deborah and seconded by Mary. All in favor.

Approval of Treasure’s Report: Allen reported all are under budget for the main and cottage collections. Also, he shared his concerns about water usage and street trees. Amended the 4/13/04 minutes to show a motion made by Deborah and seconded by Allen to approve treasure report. All in favor. Motions made at the 7/13/04 HOA meeting.

Board Business:

Appointment of new committee members
Lisa Boylan to ARC- Motion made by Allen and seconded by John. All in favor.
Andy Boylan to ARC- Motion made by Allen and seconded by John. 4 to 1 in favor.
Kelly Martin to Social committee- Motion made by John and seconded by Deborah. All in favor.
Tom Martin to ARC- Motion made by Allen and seconded by John. All in favor.
Mike Metschan to Website- Motion made by John and seconded by Allen. All in favor.

Barkdust
Discussed distributing a letter to cottage homes informing them of the barkdusting schedule. Pat will check on common area mulching to see if we need to notify anyone else. Mike from ARC will prepare the letters.

Website
John made a motion to authorize at least $100 to get website hosted. Allen seconded and all in favor.

ARC Report: Mike Ferris reported 9 out of the 10 applications were approved.

Newsletter Committee: Newsletters went out in April and we had more than enough information to put in it.

Social Committee Report: We will have the Ice Cream Social/ National Night Out
August 3, 2004.

Response to Management Report:
10. No interest in board education.

Neighborhood Watch Committee Report: Mary Nunnenkamp from Washington County Sheriff’s Office spoke about the Neighborhood Watch program after the board meeting.

Other:
Matt L’Hommedieu from TVFR gave an update on their organization.

Open Forum: Homeowners present.

Arbor Ridge Emergency Meeting Minutes, 3/15/04

Board members present: Cindy Sorum, Deborah Bogle-Tao, Allen Morgan. John Scruggs-absent

Emergency meeting called for by Mary Davidson who has a concern in our neighborhood.

A homeowner informed her that there has been law enforcement activity in the neighborhood. Mary proposes we start a neighborhood watch to educate people to the appropriate ways of reporting suspicious activity or crimes. We will communicate our intent on starting a neighborhood watch through the April newsletter.

Board members present: Cindy Sorum, Deborah Bogle-Tao, Allen Morgan, Mary Davidson. John Scruggs absent.

Approval of Minutes: Motion made by Allen and seconded by Deborah. Minutes (12/09/03) approved with a change. Retainer fee portion changed to “Cindy reported NW Community Management will propose a retainer fee and they will provide approximately 15 hrs of service a month.”

Approval of Treasure’s Report: Motion made by Deborah and seconded by Mary. All in favor. Allen will check with NWCM for more information on the main Association year-end figures for water, common area maintenance and printing and special services.

ARC Report: NWCM will deliver applications soon.

Neighborhood Watch Committee Report: Mary suggested we check on the interest level in the springtime maybe with a neighborhood watch rally.

Newsletter Committee: Newsletters are finished. Board members will distribute them to homeowners.

Social Committee Report: We discussed having three social activities this year. They include an Easter Egg Hunt, National Night Out Ice Cream Social and holiday light contest. We budgeted $300 for an Easter egg hunt. Allen will check with NWCM to determine the money available for these events.

Homeowner request: Homeowner of lot # 543 was present. Motion made by Allen for a one-time exception to the neighborhood landscaping standards and seconded by Cindy. All in favor.

Other:
Pat Moore stopped by to pick up the receipt for the newsletter copies. Cindy signed it.

Mary reported on the management company used by Oak Hills. Next, she will gather information on Claremont to share with us.

• Board requests the management report a week before the meeting.
• Mary needs a binder.
