Updated CCR Documents

We have been able to obtain some missing documents that make up our CCRs. These were mainly addendums to the original filed document by the builder to Washington County. These documents have been cleaned up and posted as PDFs and all the documents have been converted to searchable pages within the website since the originals are scans of scans, they are not searchable. Please use the menu (or click the link) Documents –> CCRs – Primary to view them. Each addendum is posted on its own page, but you can navigate between the documents using the on-page menu. You will also find the section for the downloadable PDF files.




Regular compliance checks resume in August

Trash Cans  Trash/garbage shall be kept in sanitary containers and must be stored out of view, except on day of trash pickup (Tuesday). Trash/recycle containers must be stored out of community view no later than Wednesday evening.

Maintenance  Each owner shall maintain their lot in a clean and attractive condition. Maintenance shall include the building exterior, roofs, gutters and downspouts, fences, sidewalks, and retaining walls. Lots should also be kept free of clutter.

General Landscaping and Exterior Maintenance  Keep yards free of weeds and diseased/dead grass. Lawns are to be watered, fertilized, and regularly mowed. Trees and shrubs are also to be fertilized and pruned on a regular basis; this includes street trees over the sidewalk areas, which are to be trimmed 7½ feet above the walkway per the City Tree Ordinance. Landscape strips to be turfed and maintained. Lots should be free of trash and unsightly materials. All improvements are to be kept in good condition, repaired as needed, and adequately painted. *Please note: Cottage Collection owners receive landscaping services.

Exterior Changes – An Architectural Request form must be submitted for Board review prior to any changes and/or modifications to the lot.

Parking  Campers, boats, trailers, and recreational vehicles, etc. may not be stored or kept on or adjacent to any lot unless fully enclosed within the garage.

Street parking – Vehicles cannot block driveway areas or sidewalks, park over lawns, block mailbox areas, or be parked in the wrong direction.

Holiday Lights – May be displayed 30 days before a holiday and must be removed within 15 days after.

Basketball Hoops – Cannot be placed on the street, block driveways, must be in good condition (including nets, hardware, and base). Cannot be placed on the lawns or parking strips for extended periods of time (greater than 48 hours) causing the browning or killing of the lawn.

Regular community compliance inspections take place throughout the season.

Here are a few topics to review:

Landscape Committee Resolution

To formalize the Landscape Committee the Arbor Ridge HOA board has defined the scope and responsibilities of this committee.  The Landscape Committee monitors the Common Areas and Cottage Landscape Maintenance Program.

Street Trees and Sidewalks

As a reminder, Washington County required the planting of the trees in the parking strips (areas between the sidewalk and streets).  These trees are the responsibility of the homeowner, not the Association, and shall be regularly maintained under the CC&R’s Architectural and Construction Standards. This is in addition to the ordinances, rules and regulations of Washington County, Oregon.

CCR Article #18 Landscaping and Maintenance

Owners shall maintain at all times such their lot and improvements in an attractive, neat, and good condition as provided herein, at such Owner’s or Occupants expense.  Required maintenance and repair shall include without limitation:

(1) Maintenance of all parking areas, privates drives, curbs, and walkways in a clean and safe condition, including cleaning and repairing as often as necessary.

(2) Maintenance of landscaping in an attractive and neat order, trimmed and cut at all times, free of brush, weeds, debris and in compliance with the Street Tree Landscaping Plan (required by Washington County).  The plan includes sidewalks and street trees (NOTE this provision includes the area between the property line of any lot and nearest curb).

Maintaining Existing Sidewalks Property owners in unincorporated Washington County are responsible for the maintenance of sidewalks adjacent to their property (ORS 368.910). A county right-of-way permit is required for sidewalk repair. (See WC Doc)


Neither the HOA or the Landscape Contractor are responsible for Street Tree Maintenance.

On a recent landscape site inspection it was noted that several of the street trees were located next to water meters. It is the responsibility of the individual Lot Owner’s to watch for areas of concern. If you have a street tree next to the water meter you should consider contacting an arborist to provide guidance on caring, replacing or removing the street tree.

Home Owners can remove trees if they present a problem to their property as long as Washington County approves the removal and they have filed an Architectural Review Form with the HOA indicating removal and replacement where possible including the type of tree being selected. Washington County (not the HOA) requires a tree every 30 feet and if the removal of a tree changes the distance then it would have to be replaced if possible.

Vehicle Concerns

Parking

Our CC&R’s require that each dwelling have off street parking.

  • If you have a three-car garage, that means parking for six (6) vehicles using the garage and driveway.
  • If you have a two-car garage, that means parking for four (4) vehicles using the garage and driveway.
  • If you have a one-car garage, that means parking for two (2) vehicles using the garage and driveway.

Please use these provided spaces on your lot for parking and allow street parking for visitors or for temporary parking.

The Washington County Sheriff department manages the public streets in our neighborhood. If you believe a vehicle is abandoned, sitting in disrepair, is not a neighbor’s vehicle or is a hazard to the neighborhood then contact the Washington County Sheriff’s Department.

We live in unincorporated Washington County Oregon.  Homeowners must follow the County and State rules as they apply and may supersede HOA CCR’s. We are not part of any of the Cities of Hillsboro, Portland or Beaverton.

Our Management Company can send only a friendly reminder if you provide the vehicle and homeowner information. We are not able to fine or tow a vehicle on the street as this is handled by the Washington County Sherriff and homeowners will need to contact them to remediate any issues related to vehicles concerns.




Sign Resolution

Over the past several months there have been questions raised by Home Owners and the Board in regards to defining the CCRs sign policy.  The Board has been working on a Resolution that will help with interpretation of the CCRs for the Home Owners, Board and our Management Company.

Only July 12th 2010 the board passed a Sign Resolution which defines the use of signs in our neighborhood.   It is the desire of the Home Owners and the Board to make sure there are rules in place to control signage and to allow fair placement of signage by the Home Owners.  At the same time keeping our neighborhood looking nice.

Trash & Recycling Pick-Up Schedule

Are you confused about which containers to place at the curb for pick-up?


The answer is easy to find and here is how.

The weeks on a green background are for yard debris (your dark gray container) pick-up.  The weeks on a pink background are for recycling pick-up (your large gray container with a blue top and red bin for glass).  Your house rubbish and garbage is picked up every week (your light gray container).

Remember it is your responsibility to put your containers at the curb no earlier than the day before pickup and return them to your out of sight storage before the end of the pickup day.  Non-compliance with the rules may result in your containers being tagged with a friendly reminder.  Excessive or repeated non-compliance will result in fines.
