List of Resolutions

An HOA Resolution (or Board Resolution) is a formal, legally binding decision or rule enacted by a Homeowners Association’s Board of Directors.

While a community’s core legal framework such as the Declaration of Covenants, Conditions, and Restrictions (CC&Rs) and Bylaws establishes the board’s legal authority, resolutions are used to establish specific operational policies, enact administrative procedures, or clarify ambiguities within those overarching governing documents.

As a reminder if you are renting your home, it is the homeowners’ responsibility to educate and enforce the Governing Documents with your renters. Ultimately, you are responsible for your home and your renters’ actions, including notices and fines incurred by your renters.


The Arbor Ridge Homeowners Association Board of Directors, according to the Declaration and Bylaws and ORS 94.550 – PCA (Planned Community Act) and NCA (The Oregon Non-Profit Corporation Act), has the authority to make and enforce reasonable rules governing the properties, in addition to, further defining or limiting, and where specifically authorized hereunder, creating exception to those covenants and restrictions set for in this Declaration. Such rules shall be binding upon all Owners upon receipt. Notice shall be given to Owners 30 days prior to effective date of enforcement. The intent of this document is not to make changes to the current governing documents of the Arbor Ridge Homeowners Association, but to keep in harmony with the community standard conditions developed by Arbor Custom Homes.

Whereas, The Arbor Ridge P.U.D Homeowners Association Board of Directors according to the Bylaws Article 7, Section 1 is given the power to adopt and publish rules and regulations governing use and exercise for the Association all powers, duties and authority vested in or delegated to this Association and not reserved to the membership by other provisions of these Bylaws or Declaration.

Whereas, Architectural and Construction Standards Residential Covenants, no noxious or offensive activity shall be carried on upon any lot, not shall anything be done, grown or placed upon any lot which interferes with or jeopardizes the enjoyment of other lot owners within this P.U.D.

Therefore, it is now resolved that the Board has adopted the following rule:

Holiday Lighting and Holiday Decorations

(A) Holiday lighting and decorations may be displayed 30 days before a holiday and must be removed within 15 days after the holiday. Owners may request additional time from the Board of Directors if a certain holiday period extends beyond the allowed period. Such holiday lighting and decorations must be contained to the homeowner’s property and may not extend into the common area.

(B) Lighting and décor shall not be offensive or interfere with or jeopardize the enjoyment of other lot owners within the P.U.D.
